If the City responded to the damages and returned the Promoters money. It's more likely than not that the LCN Promoters were issued at the very least the money they spent out to produce the event.

The Promoter in this situation was forced into a hardship, while the City and Civilian Police Director had an active Court Ruling and Order against them that prohibited Mr Jordan from exercising police powers he used to force the shutdown. 

Mr Jordans prohibited actions destroyed the Promoter's company and credibility as majority of the City's Employees who had knowledge and influence, sided with the Mr Jordan, Mayor Sanders, the City Council and City Manager's Office, which also trickled over to some community influencers.
